Abstract
The Schengen Agreements initially result from an intergovernmental cooperation among five Member States. Their development is contrasting with the rather unsuccessful efforts made in parallel in the framework of the European Communities. The integration of the Schengen acquis into the European Union is the result of the Amsterdam Treaty. The Schengen Agreements are an interesting example of the possibilities offered by “enhanced cooperation”.
