Abstract
Ricardo Passos provides an in-depth analysis of the involvement of national parliaments in the activities of the European Union, especially since the creation of COSAC in 1989. Passos analyses first the main conclusions reached by the European Convention and the 2004 IGC, in particular the Protocol on the role of national parliaments and the Protocol on the application of the principles of subsidiarity and proportionality. Secondly, he presents the changes brought about by the Treaty of Lisbon in this field, which makes national parliaments a new actor in the EU legislative-making process through the mechanism of subsidiarity control.
