Conclusion
Over the past years, theTreaties laying down the foundations of the European Community and the European Union went through a series of reforms. As its Chairman has underlined, the work of the Convention will have consequences spanning the next fifty years. We must therefore be ambitious and not limit ourselves to proposing short-sighted institutional arrangements, maybe thinking that in five or ten years the Member States will have other opportunities to return to the reform of the workings or objectives of the European Union. Time for real change is now and we shall not miss this unique opportunity to provide an appropriate framework for the delivery of an area of freedom, security and justice to the citizens of the enlarged European Union.
