Zusammenfassung

Der Europäische Emissionshandel ist nicht nur ein neuartiges Verwaltungsinstrument auf marktwirtschaftlicher Basis, er wird in Deutschland auch rein elektronisch vollzogen. Dadurch entstehen neue Herausforderungen an alt-eingeschliffene Verwaltungsprozesse, die noch angehoben werden durch einen globalen Anwenderkreis.
