Three years hacker paragraph

Abstract

Theodore Roosevelt once said: “It is difficult to make our material condition better by the best law, but it is easy enough to ruin it by bad laws.” Almost three years have passed since §202c (better known as the Hacker Paragraph) has been added to the German criminal code. The question now is whether this paragraph is helping to “make our material conditions better” or to “ruin” them.
