Abstract
In his book The End of Normal, James K. Galbraith turned to the causes of the Great Financial Crisis beginning in 2007. The central question was if the (supposed) pre-crisis normality of high growth rates could be reestablished – which Galbraith, from the perspective of a “biophysical analytical framework” and with view to the structural problems of high energy prices, geopolitical instability, technological change and the faulty design of the financial system, doubted. In the present paper, Galbraith reconsiders his central theses and explains why he holds on to them in spite of recent economic recovery and other developments like falling oil prices, and what, from his point of view, speaks against a return to a “new normal.” In addition, he discusses what political implications follow from his diagnosis. Klaus Dörre introduces Galbraith’s approach and underlines its relevance for the thematic context of capitalism, growth and democracy. For Dörre, Galbraith shows that “post-growth capitalisms” have, at least in the societies of the Global North, long become a reality – which is why it makes little sense to reserve the concept of “post-growth society” for utopic visions of the future, yet all the more to engage with Galbraith’s call for policies suited to an economy of slow growth.
Zusammenfassung
In seinem Buch Wachstum neu denken (i. Orig. The End of Normal) wandte sich der Ökonom James K. Galbraith den Ursachen der großen Wirtschaftskrise ab 2007 zu. Im Mittelpunkt stand dabei die Frage, ob sich die (vermeintliche) Vorkrisen-Normalität raschen Wachstums wiederherstellen lässt – was er, aus der Perspektive eines „biophysischen Analyserahmens“ und mit Blick auf die strukturellen Probleme hoher Energiepreise, geopolitischer Unsicherheit, technologischen Wandels und der Konstruktionsfehler im Finanzsystem, bezweifelte. In dem hier publizierten Beitrag rekapituliert Galbraith seine zentralen Thesen und begründet, warum er trotz wirtschaftlicher Erholung und anderer Entwicklungen wie dem Fall der Ölpreise an ihnen festhält und was aus seiner Sicht gegen die Rückkehr zu einer „neuen Normalität“ spricht. Außerdem diskutiert er politische Implikationen, die sich aus seiner Diagnose ergeben. Klaus Dörre führt in Galbraiths Ansatz ein und betont dessen Relevanz für den thematischen Kontext von Kapitalismus, Wachstum und Demokratie. Für Dörre zeigt Galbraith, dass „Postwachstumskapitalismen“ jedenfalls in den Gesellschaften des globalen Nordens längst zu einer Realität geworden sind – weshalb es kaum sinnvoll erscheine, den Begriff der Postwachstumsgesellschaft für utopische Zukunftsentwürfe zu reservieren, es aber umso mehr lohne, sich mit Galbraiths Vorschlägen für eine bewusst langsam wachsende Ökonomie auseinanderzusetzen.

Dans son livre La Grande Crise. Comment en sortir autrement (édition originale The End of Normal) l’économiste James K. Galbraith s’est penché sur les causes de la crise économique qui a éclaté en 2007. La question principale était alors de savoir s’il était possible de revenir à la situation prétendument normale de croissance rapide qui prévalait avant la crise – une question à laquelle Galbraith répondait par la négative en se situant dans un « cadre d’analyse biophysique » et en prenant en compte des problèmes structurels tels les prix élevés de l’énergie, l’insécurité géopolitique, les transformations technologiques et les défauts de construction du système financier. Dans l’article publié ici, Galbraith récapitule ses principales thèses et explique pourquoi il les maintient en dépit de la récente reprise économique et d’autres évolutions (telles que la chute du prix du pétrole) et ce qui milite selon lui contre le retour à une « nouvelle normalité ». Il discute par ailleurs les implications politiques qui résultent de son diagnostic. Klaus Dörre propose une introduction à l’approche de Galbraith et souligne sa pertinence pour les questions ayant trait au capitalisme, à la croissance et à la démocratie. Selon Dörre, Galbraith montre que les « capitalismes post-croissance » sont, du moins dans les sociétés du Nord, depuis longtemps devenus réalité. Aussi n’y a‑t-il pas grand sens à réserver le concept de société post-croissance à des projets d’avenir utopiques et il vaut d’autant plus la peine de réfléchir aux propositions de Galbraith pour une économie à la croissance délibérément lente.

At the moment of writing, a sharp sell-off in the American stock market reminds us that in a debt-fueled expansion and liquidity-dependent financial system things can turn sour at any time.
This is all the more important because the political pressures – from those seeking to maintain a past pattern of out-sized gains – are to reduce social insurance on the ground that it can’t be afforded.
