Zusammenfassung
In dem Beitrag wird am Beispiel der Bilingualität die Hypothese behandelt, wonach die ethnischen Resourcen für die Integration von Migranten von einer besonderen Bedeutung seien, so wie es im Zuge neuerer Konzepte der Migrationssoziologie, etwa im Konzept der „segmented assimilation“, vermutet wird. Vier Bereiche werden hierbei angesprochen: die Bedeutung muttersprachlicher Fertigkeiten für die schulischen Leistungen, die Wirkungen muttersprachlicher Unterrichtsprogramme, die Effekte muttersprachlicher Kompetenzen für den Arbeitsmarkterfolg allgemein und dann spezielle für Kanada als oft genanntes Beispiel für eine „angemessene“ Sprach- und Integrationspolitik. Es zeigt sich, dass in so gut wie keinem Fall die muttersprachlichen Kompetenzen (wie die binnenethnischen Beziehungen) einen empirisch belegbaren Effekt für den Bildungs- und Arbeitsmarkterfolg haben. Zumindest in Hinsicht auf die Prozesse des Spracherwerbs und dessen Folgen ist das Konzept der intergenerationalen Absorption durch (sprachliche) Akkulturation nach wie vor gütig, auch in Kanada.
Abstract
Taking bilingualism as an example, this contribution addresses the hypothesis that ethnic resources play an important role for the integration of migrants. This assumption is particularly prevalent in more recent concepts of the sociology of migration like, for example, in the concept of “segmented assimilation”. We will address four different questions: the importance of mother tongue skills for school achievement, the effects of mother tongue education programs on school achievement, the impact of mother tongue skills on labour market success in general and then particularly in Canada as a frequently cited example for a country pursuing an “adequate” language and integration policy. The evidence suggests that mother tongue skills (as well as inner-ethnic relations) virtually never display empirically provable effects on educational and labour market success. At least regarding processes of language acquisition and its consequences, the concept of intergenerational absorption through (linguistic) acculturation is still valid, which also holds for Canada.
Résumé
Dans cet article nous vérifions à partir de l’exemple du bilinguisme l’hypothèse selon laquelle les ressources ethniques joueraient un rôle particulier pour l’intégration des migrants, comme le supposent certains concepts récents de la sociologie des migrations tel que le concept d’„assimilation segmentée“. Quatre domaines sont abordés ici: l’influence de la maîtrise de la langue maternelle sur les résultats scolaires, l’impact des programmes d’enseignement en langue maternelle, l’incidence de la maîtrise de la langue maternelle en matière de réussite sur le marché de l’emploi, en général puis plus particulièrement au Canada, un pays souvent cité comme exemple d’une politique linguistique et d’intégration „adéquate“. Il apparaît que dans presque aucun cas la maîtrise de la langue maternelle (comme les relations intra-ethniques) n’a d’effet empiriquement établi sur la réussite scolaire et sur le marché de l’emploi. Au moins en ce qui concerne les processus d’apprentissage de la langue et leurs conséquences, le concept d’absorption intergénérationnelle par acculturation (linguistique) demeure valable, y compris au Canada.
