Religiöse Pluralität im nationalen Verfassungsstaat

Funktionale Grundlagen und institutionelle Formung aktueller Konflikte

Zusammenfassung

Dieser Aufsatz soll zu einem sowohl funktionalistisch als auch institutionalistisch informierten Verständnis der aktuellen Konflikte über Leitkultur, religiöse Pluralität und Multikulturalismus führen, aus dem eine Erklärung des entsprechenden historischen Vorgangs möglich wird. Zu diesem Zweck wird die funktionale Ausdifferenzierung und institutionelle Formung der Politik systematisch mit speziellem Fokus auf der Differenzierung von Religion und Politik sowie Kirche und Staat, der Handhabung von religiöser Pluralität und der politischen Inklusion religiöser Minderheiten rekonstruiert. Das Argument wird im Anschluss an einleitende Bemerkungen in den folgenden vier Schritten entfaltet: (2) Herausbildung des staatlichen Gewaltmonopols und die Trennung von geistlicher und weltlicher Macht (Funktionalismus I), (3) Nationalstaat und Volkssouveränität als historische Form der funktionalen Ausdifferenzierung der Politik (Funktionalismus II), (4) Verfassung als Zivilreligion staatlich organisierter Politik (Institutionalismus I) und (5) historische Formen der Zivilreligion und der Institutionalisierung religiöser Pluralität (Institutionalismus II).

Abstract

This article is intended to provide a both functionalist and institutionalist understanding of current conflicts regarding a binding cultural core, religious plurality and multiculturalism, which would allow for an explanation of the corresponding historical process. In order to attain this goal, the functional differentiation and institutional shaping of politics is systematically reconstructed with a special focus on the differentiation of religion and politics, church and state, the handling of religious plurality and the political inclusion of religious minorities. The argument unfolds in the following four steps: (1) emergence of the state’s monopoly of power and the separation of spiritual and worldly power (functionalism I); (2) nation state and popular sovereignty as historical forms of the functional differentiation of politics (functionalism II); (3) the constitution as civil religion of politics organized in state form (institutionalism I); and (4) historical forms of civil religion and the institutionalization of religious plurality (institutionalism II).

Résumé

Cet article propose une compréhension des conflits actuels autour de la culture de référence, de la pluralité religieuse et du multiculturalisme dans une perspective à la fois fonctionnaliste et institutionnaliste à partir de laquelle il devient possible d’expliquer le processus historique correspondant. A cette fin, nous procédons à une reconstruction systématique de la différenciation fonctionnelle et de la formation institutionnelle de la politique qui met plus spécialement l’accent sur la différenciation de la religion et de la politique et de l’Eglise et de l’Etat, sur la gestion de la pluralité religieuse ainsi que sur l’intégration politique des minorités religieuses. Après quelques remarques introductives, cet argument est développé en quatre étapes : (2) l’émergence du monopole de la violence étatique et la séparation des pouvoirs spirituel et temporel (fonctionnalisme I), (3) l’Etat-nation et la souveraineté du peuple comme forme historique de la différenciation fonctionnelle de la politique (fonctionnalisme II), (4) la constitution comme religion civile de la politique organisée dans le cadre de l’Etat (institutionnalisme I) et (5) les formes historiques de religion civile et d’institutionnalisation de la pluralité religieuse (institutionnalisme II).
