Welfare States and Labour Markets: Do continental European welfare states produce typical employment patterns — also an investigation into some problems of statistical comparisons relying on OECD data

Abstract

The article examines whether western welfare states have common institutional features which entail typical patterns and problems of employment, especially in the service and low wage sector. A cross-sectional analysis of 21 countries makes out big differences between the employment profiles of the anglo-saxon family of nations and of the European welfare states, but considerable country-specific differences within more specific families of nations. A longitudinal analysis shows that countries said to represent a common type of „Rhenish capitalism" did not experience similar employment patterns, but displayed two rather distinct trajectories: dynamic employment growth in Austria and the Netherlands, and much more sluggish development in France and Germany. The country-specific differences are partly related to statistics regimes with discrepant practices of data handling. To the extent that they represent real employment developments, the differences can be explained by variations in the growth of the tax wedge in the four countries, but not by the size and development of social insurance contributions. Hence it is concluded that employment problems are not primarily rooted in welfare state arrangements, but relate to country-specific macro-constellations which are formed by the interaction of the tax system, the social security system, the system of collective bargaining and the system of labour legislation.
