The enlargement-crisis of the European Union

Abstract

The enlargement-crisis of the EU is triggered by problems related with the Eastern enlargement, but goes far beyond it. Until now, the European integration developed according to the pattern of a wealthy core territory and concentric circles around it. This pattern has been driven by the dialectics of integration and expansion. But institutional obstacles and legitimation problems of the Eastern enlargement indicate that there is only little room for manoeuvre left for expanding the EU. As the expansion comes to its limits, a differentiated integration of the EU is likely to appear creating different classes of members of the EU.
