The first stage of the surface martensite formation with a habit plane close to {12 14 17} is interpreted in terms of the dynamic theory of martensitic transformations. Based on the analysis of the elastic field calculations, the dislocation centers of crystal nucleation are identified. The principal role is attributed to the dislocation loop segments oriented along the <12 1> directions.
