A new approach to the problem of the origin and the driving forces of the evolution of the Universe is presented, based on the concept of multidimensionality (5-dimensional space) employing the concept of a vortex gravitational field. The stages of quantum creation of the Universe and the stages of primary and secondary inflation are considered. It is shown that in these two stages the vortical gravitational field plays the role of the inflation field at the stage of primary inflation and the role of dark energy at the stage of secondary inflation.
