Dynamic processes in the mesosphere causing the mesospheric noctilucent cloud (MNC) formation are discussed. Mechanisms of cloud formation and their correlation with possible meteoric showers, launching of space-rocket complexes, and other external factors are analyzed. A plasma model of MNC formation and a method of thermodynamic description of massive ion clusters are suggested. It is assumed that special physical conditions of Wilson's chamber are realized in the D-region of the mesosphere.
