An economist specializing in education, training and labour markets. Ph.D. in Economics. He has worked for the ILO and consultancy companies in Africa and elsewhere, and is currently working for GTZ/GFA in Mozambique. His specializations are labour-market information, monitoring and evaluation, and training systems development, these being areas in which he has written a number of publications.
