Ph.D. in Education. Emeritus Professor, Australian National University Centre for UNESCO. He has been active in UNESCO and international activities for over fifty years, working in Asia, the Pacific, the Arab States, Europe and North America. He has been a senior administrator in state education and universities and has played a major role in initiatives, such as the new education system in the Australian Capital Territory and the establishment of the University of the South Pacific.
