A new approach to the construction of a space-time reference measure based on the property of coherence of the periodic emission of pulsars is proposed. It is shown that phase fixation of the observed pulsar events is achieved as a result of calibration transformation of the intervals of these events to a reference pulsar measure with relative error in the range 10–18–10–19 over a 40-year period of observations of pulsars and a synchronizing correction of the atomic scale on the basis of the reference measure in the current observation epoch is determined.
