International industrial R&D—policy challenges: introduction to the special issue

Introduction
In recent years, national policy-makers have considerably intensified their attempts to make sense of international R&D of companies and to develop related national policy strategies. For example, a subgroup of the OECD Committee for Scientific and Technological Policy has been installed that discusses policy challenges and current policy practices as regards international research. Several high level, policy oriented conferences of international bodies such as the OECD, the Six Country programme or the EU have dealt with the issue,1 and the number of related academic articles have increased considerably (see Rama in this issue). The study about the Chinese Innovation System conducted by the OECD and the Chinese Ministry of Science and Technology (MOST) in 2006 and 2007 had as one of four foci the issue area of ‘China and the Globalization of Science and Technology’.2In the US, in April 2007 an expert’s workshop at the National Academies has dealt with the questions how...
