Abstract
Environmental regulation and technological innovation are two important measures to realize high-quality economic development under the current "double cycle" new development pattern in our country. Exploring the mechanism of environmental regulation and technological innovation on high-quality economic development is of great significance to realize high-quality economic development. Firstly, analyze the theoretical mechanism that technological innovation and environmental regulation affect the high-quality development of economy, and put forward the theoretical hypothesis that technological innovation, environmental regulation and their interaction items can promote the high-quality development of economy; Secondly, construct the measurement index system of the high-quality development level of economy based on the new development concept, measure the high-quality development level of economy, and find that the high-quality development level of economy in the whole country is on the rise year by year, with great differences between regions, it presents the characteristics of the eastern region > the central region > the western region; Once again, the fixed effect model is adopted to explore the impact of environmental regulation and technological innovation on high-quality economic development at the national level and the eastern, central and western regions. The results show that environmental regulation and technological innovation not only have independent effect, but also have synergistic effect of mutual promotion on high-quality economic development, and the impact of the two on high-quality economic development has regional heterogeneity. At last, some countermeasures and suggestions are put forward: increase the investment in technological innovation, improve the backward effect of environmental regulations on high-quality economic development, at the same time, pay attention to the coordinated development of environmental regulations and technological innovation, and promote high-quality economic development in both ways.
