We present experimental studies of the effect of zonal nonuniformity of a photocathode and electron collection in the entrance chamber of two different types of photoelectron multipliers (FÉU-85 and Hamamatsu R6094) on the energy resolution and efficiency of detection of low-energy ionizing radiation when using a thin scintillation sensitive element. Based on mathematical modeling of the initial stages of detection and subsequent experimental testing, we provide recommendations for improvement of the characteristics of the scintillation detection method by using optical fibers, improving the uniformity of illumination of the photocathode of the photomultiplier from different sections of the scintillation sensitive elements.
