Quality assurance and evidence in career guidance in Europe: counting what is measured or measuring what counts?

Abstract

Quality assurance (QA) and Evidence in career guidance are increasingly seen as an indispensable part of explaining and even legitimising career guidance activities and policies. It is no longer sufficient to assume that career guidance or career education has an impact. This has to be demonstrated. This paper provides an overview of how and why QA approaches are featuring ever more significantly on the agenda of many European Countries. A particular focus is the link between particular quantitatively oriented QA approaches and the effects that this has upon guidance policies and practices. The paper concludes by raising some of the wider QA issues that need to be addressed.

Résumé

Assurance-qualité et la question de l’évidence dans l’orientation de carrière en Europe: Compter ce qu’on mesure ou mesurer ce qui compte? L’assurance qualité (AQ) et la question de l’évidence dans l’orientation professionnelle sont perçues comme une partie indispensable pour expliquer et légitimer les activités et politiques de l’orientation professionnelle. Il n’est désormais plus suffisant de supposer que l’orientation professionnelle ou l’éducation professionnelle a un impact. Ceci doit être démontré. Cet article offre une vue d’ensemble sur comment et pourquoi les approches d’AQ figurent de façon plus significatives dans l’agenda de plusieurs pays européens. Un centre d’intérêt particulier est le lien entre certaines approches d’AQ orientées quantitativement et ses effets sur les politiques et pratiques d’orientation. Cet article conclut en articulant certaines difficultés plus larges d’AQ qui ont besoin d’être adressées.

Zusammenfassung

Qualitätssicherung und Nachweise in der Berufsberatung in Europa: Zählen, was gemessen wird oder messen was zählt? Qualitätssicherung (QS) und Nachweise in der Berufsberatung werden zunehmend als ein unverzichtbarer Teil der Erklärung und sogar der Legitimierung der Aktivitäten und Maßnahmen der Berufsberatung gesehen. Es ist nicht mehr länger ausreicht, nur anzunehmen, dass die Berufsberatung oder Berufsvorbereitung wirksam ist. Dies muss nachgewiesen werden. Dieser Aufsatz gibt einen Überblick, wie und warum QS Ansätze immer deutlicher auf der Tagesordnung vieler europäischer Länder stehen. Ein besonderer Schwerpunkt ist die Verbindung zwischen vor allem quantitativ orientierten QS Ansätzen und den Wirkungen, die diese auf Maßnahmen und Praktiken der Berufsberatung haben. Der Aufsatz schließt mit der Erörterung einiger der größeren QS Probleme, die angegangen werden müssen.

Garantía de la Calidad y Evidencias en la Orientación para la Carrera en Europa: Contando lo que se pide o midiendo lo que cuenta? La garantía de calidad (GC) y las evidencias en la orientación para la carrera se consideran cada vez más importantes en la explicación de las actividades y políticas de orientación, incluso para contribuir a legitimizarla. Ya no es suficiente con asumir que la orientación o la educación para la carrera tiene impacto. Es necesario demostrarlo. Este artículo aporta una visión general acerca de cómo y por qué el enfoque sobre garantía de la calidad se está incluyendo con mayor frecuencia en la agenda de muchos países europeos. Se hace especial énfasis en el vínculo entre aquellos enfoques de garantía de calidad cuantitativos y sus efectos sobre las políticas y prácticas de orientación. El artículo concluye abriendo el debate sobre algunos aspectos relacionados con la garantía de la calidad que deben abordarse.
