Quantitative Assessment of the Operational Reliability of Overhead Power Transmission Lines

The urgency of the development of a methodology for evaluating the operational reliability of overhead power transmission lines in electrical power systems is brought about by the increase in the number and expanse of the EPS power lines with service life exceeding the standard.. The lack of a methodology is explained by the unusual requirements for calculating the reliability indexes. It is essential to calculate the quantitative assessment of reliability from statistical data only for an operational, i.e., rather small, space of time. All data preceding this interval cannot be used, as characterizing the object in the “past”. The month of the year, in particular, is taken as the operational interval, because the cost efficiency of an operation is traditionally calculated at this interval also. Now, overall performance is understood as a set of three properties: profitability, reliability, and safety. This transformation of the concept of effectiveness is also caused by the consequences of the aging of objects of the EPS. The recommended new methods of calculating the mean monthly estimates of reliability indexes, and comparisons of these estimates, recognizing the appropriateness of classification of statistical data, make it possible to make decisions that provide reliable, safe, and profitable operation of an overhead power transmission line. Difficulties in the development of the methodology for estimating operational reliability were overcome by means of accounting for the multi-dimensional nature of the statistical data, using the fiducial approach for an estimate of the appropriateness of classification of information, and conducting simulation modeling of representative samples.
