A mathematical description, methods, and algorithms are given for evaluating the participation of power generating units at thermal power plants in standardized primary frequency control in accordance with the following criteria: absence of adequate/required reaction to frequency changes, inconsistency of the steady state of primary control with the specified state, nonconformity of the magnitude of the dead band with specifications, mismatch of measurement resolution with specifications, and mismatch of the sampling time step for transmitted parameters with specifications.
