*This article was completed in November 2010 and does not take account of subsequent developments. At present (April 2012), the various parties remain committed to establishing a European Grouping of Territorial Cooperation (EGTC), but this has not yet occurred. The German Community of Belgium has also now expressed an interest in participating in the EGTC.
