This paper contains the theoretical basis for a procedure for simulating and optimizing the viability of chemical-industry entities, which contribute to a significant lessening of the influence exerted by unfavorable effects on an entity subject to constraints on expenditures and the time required for the introduction of passive and active means for ensuring viability.
