Die Leitstelle als Wegweiser im Gesundheitssystem

Zusammenfassung

Die Rettungs- und Feuerwehrleitstelle in Vorarlberg (RFL) wurde vor 26 Jahren errichtet und damals als integrierte Leitstelle für Rettung, Feuerwehr, Bergrettung, Wasserrettung, Kriseninterventionsteam (KIT) und die Behörden konzipiert. Seit 2012 entwickelt sich die RFL immer mehr zu einer wichtigen Drehscheibe im Gesundheitswesen des Lands. Nach der Aufschaltung der Nummer 141 im Jahr 2012 wurde 3 Jahre später die Organisation eines ärztlichen Bereitschaftsdiensts für öffentlich-rechtliche Einsätze an die RFL übertragen. Im Jahr 2017 war Vorarlberg eines von 3 Pilotbundesländern, die unter dem Namen „Gesundheitsberatung 1450“ eine telefonbasierte Ersttriage eingeführt haben (ebenfalls angegliedert bei der RFL). Ziel dieses Triagesystems ist eine Dringlichkeitseinstufung in medizinischen Fragestellungen und ggf. eine Weiterleitung des Anrufers an die richtige Säule unseres Gesundheitssystems. Zudem erhalten die Anrufer von den Gesundheitsberatern (Dipl. Gesundheits- und Krankenpflegepersonal mit Zusatzausbildung) Verhaltensempfehlungen, die ihnen helfen, die Symptome mit einfachen Mitteln zu lindern. Seit dem 01.01.2020 wird aufbauend auf der Gesundheitsberatung über die RFL der ärztliche Bereitschaftsdienst für den niedergelassenen Bereich organisiert.

Abstract

The rescue and fire brigade control centre in Vorarlberg was established 26 years ago and was designed at that time as an integrated control centre for rescue, firefighting, mountain rescue, water rescue, KIT (crisis intervention team), and local authorities. Since 2012, the control centre has increasingly developed into an important hub in the health-care system of the federal state. After the launch of the telephone number 141 in 2012, the organisation of a medical on-call service for public/legal operations was transferred to the control centre in 2015. Two years later (in 2017), Vorarlberg became one of three pilot federal states to introduce a telephone-based first triage under the name “Gesundheitsberatung 1450” (translated “health advice 1450”), which was also affiliated to the control centre. The aim of this first triage system is to classify the urgency of medical questions and, if necessary, to redirect the caller to the best point of service in the federal health-care system. In addition, the callers receive practical recommendations from the health advisors (qualified health and nursing staff with additional training), which help them to alleviate the symptoms with simple means. Since 01.01.2020, the medical on-call service for the primary care sector has also been organised by the control centre following the telephone-based first triage.
