Externe Qualitätssicherung am Beispiel der distalen Speichenbrüche

Qualitätssicherung ist sowohl aus humanitärer Sicht als auch im Hinblick auf die Ökonomie eine sozialpolitische Forderung besonderer Art und zugleich eine Herausforderung an die gesetzliche Unfallversicherung. Der Landesverband Südwestdeutschland der gewerblichen Berufsgenossenschaften hat sich dieser Aufgabe angenommen und als erstes Modellprojekt die distalen Speichenbrüche ausgewählt. Da über 90% der im Bereich des Landesverbandes Südwestdeutschland tätigen Durchgangsärzte und alle Unfallversicherungsträger an diesem Projekt mitgewirkt haben, ist die Notwendigkeit, sich solchen Maßnahmen zuzuwenden, bestätigt worden. Die hohe Bereitschaft zur Mitwirkung war zugleich auch Ausfluß der traditionell guten Zusammenarbeit zwischen den Verwaltungen und der Ärzteschaft. Die in der 1. Projektphase durchgeführten statistischen Erhebungen erlauben Aussagen zur Häufigkeit der verschiedenen Frakturtypen, zur Versorgungsart, zur Altersstruktur sowie zu Laufzeiten der Arbeitsunfähigkeit und Behandlungsbedürftigkeit. In der 2. Projektphase wurden Daten erhoben, die sich mit den Ausheilungsergebnissen und den entstandenen Kosten befassen.

Quality assurance is a particular social-political requirement from both the humanitarian and economic point of view and, at the same time, it is a challenge to the statutory accident insurance. The Professional Trade Association of the Regional Federation of Southwest Germany of the Professional Associations for Industry and Trade has attended to this matter and made distal fracture of the radius its first model project. The fact that more than 90% of the doctors operating within the area of the Regional Federation of Southwest Germany and all accident insurance organizations have participated in the project has confirmed the necessity for investigating these measures. At the same time, the high level of willingness to participate highlighted the traditionally good co-operation between the various administrations and the doctors. The statistical survey carried out during the first phase of the project pinpoints the frequency of the different types of fractures, the treatment method, the age structure and the duration of the incapacity for work and the need for treatment. The second phase of the project produced data relating to the healing results and the resultant costs.
