Abstract
If we wish to consider the economic potential of the software industry, we have first to analyze the peculiarities of software as a business. It is necessary to distinguish between products and services. These two software sectors, while complementary, have significant differences. If we look at the national market in Germany only, the service sector is considerably ahead in terms of employment. It is exposed, however, because of high labor costs and growing global competition. By developing attractive products, we can compensate to a large extent for our cost problems. Additionally, software product development gives us a chance to participate in growing foreign markets and to create additional jobs domestically.
