Zusammenfassung

Die Festsetzung einer “Umbuchung Überzahlung” in einem Honorarbescheid auf das nächste Quartal, mit der das Leistungs- bzw. Zahlungsverhältnis abgeschlossen wird, ist, anders als bei der Einstellung einer einzelnen Rechnungsposition, ein Verwaltungsakt. Es wird verbindlich festgestellt, ob insgesamt noch Zahlungsansprüche oder Überzahlungen bestehen.
