Zusammenfassung
Ziel der vorliegenden Analyse ist es, aus den Nachfragereaktionen nach Tabaksteuererhöhungen in Deutschland gesundheitspolitische Konsequenzen abzuleiten. Anhand der Daten des Statistischen Bundesamtes wurden die Entwicklung der Tabaksteuer und die Preisentwicklung von Fabrikzigaretten und Tabakfeinschnitt in den Jahren 2002–2004 in Beziehung zur Nachfrage gesetzt. Während der Zigarettenabsatz von 1993–2002 nahezu kontinuierlich stieg, sank er in den Folgejahren deutlich: 2003 um 8,6% und 2004 um 15,8%. Der Absatz von Feinschnittzigaretten stieg hingegen im Jahr 2003 um 20% gegenüber 2002 und im Jahr 2004 um 30,4% gegenüber 2003. Aufgrund der im Verhältnis zu Fabrikzigaretten niedrigen Besteuerung von Tabakfeinschnitt und einer bis heute steigenden Preisdifferenz zwischen beiden Tabakprodukten ist anzunehmen, dass die Absatzreduktion bei Fabrikzigaretten durch die Nachfrage nach Feinschnitt teilweise kompensiert wurde. Eine Angleichung der Feinschnittsteuer an das Niveau für Fabrikzigaretten ist gesundheitspolitisch ebenso zu fordern wie differenzierte Erhebungen des produktbezogenen Konsumentenverhaltens in Longitudinalstudien.
Abstract
The purpose of this study is to analyse the recent development of tobacco taxes and demand for cigarettes in Germany and to describe consequences for health policy. A descriptive analysis of aggregated data of the Federal Statistical Office is used to show the development of tax income and consumer behaviour with regard to the degree of substitution between differently taxed tobacco products. From 1993 to 2002 the demand for cigarettes increased nearly continuously. In 2003 the demand for industrial cigarettes went down by 8.6% and in 2004 by 15.8%. The difference between taxes and prices of industrial cigarettes and substitutes increased over the time period and still continues to increase. Tax and price differences between tobacco products led to partial compensation of the decreasing demand for industrial cigarettes. Therefore a tax increase on substitute products like fine cut tobacco is recommended. There is still a lack of longitudinal epidemiological data on smoking behaviour in Germany that could affirm effects of tobacco taxation.
