Politische Verantwortung bei der Entwicklung von Gesundheitstelematik und -informationssystemen

Zusammenfassung

Das Gesundheitswesen gehört zu den Bereichen, die durch die Entwicklung und Verbreitung von Informations- und Kommunikationstechnologien beeinflusst und neu strukturiert werden, aber auch selbst Impulse für die technische, wirtschaftliche und gesellschaftliche Entwicklung zur Informations- und Wissensgesellschaft geben.Daraus ergeben sich Effizienzsteigerungen, Qualitätsverbesserungen und Kosteneinsparungen [1]. Um sie zu ermöglichen, müssen aber geeignete Rahmenbedingungen geschaffen und wichtige Schlüsselanwendungen entwickelt werden.Diesbezüglich gibt es zurzeit 4 wichtige Initiativlinien:

1.Auf europäischer Ebene den vor 3 Jahren in Feira beschlossenen Aktionsplan “eEurope 2002 ,– Eine Informationsgesellschaft für alle” mit seinen 4 Aktionslinien zum Thema “Health online” und dem auf dem Gipfel in Sevilla im Juni 2002 verabschiedeten Nachfolgeaktionsplan “eEurope 2005” mit seinem Kapitel eHealth, das eine europäische Gesundheitskarte vorsieht.

2. In Deutschland das Programm der Bundesregierung “Innovation und Arbeitsplätze in der Informationsgesellschaft des 21.Jahrhunderts”, zu dem am 6.3.2002 das Bundeskabinett einen Fortschrittsbericht unter der Überschrift “Informationsgesellschaft Deutschland” beschlossen hat [2].

3. Die Beschlüsse der Gesundheitsministerkonferenz vom Juni 2001 und 2002 mit der Bitte an die Bund-Länder-Arbeitsgruppe Telematik, im Anschluss an den vorgelegten Telematikbericht eine nationale Telematikstrategie zum Sommer 2003 zu erarbeiten [3],und

4.Die “Gemeinsame Erklärung” des Bundesministeriums für Gesundheit und Soziale Sicherung (BMGS) und der Spitzenverbände zum gemeinsamen Ausbau der Telematik vom 3.5.2002 [4] und zur Einrichtung einer gemeinsamen, alle Entscheidungsträger im deutschen Gesundheitswesen, in der Industrie und in der Wissenschaft verbindenden Steuerungsgruppe.

Abstract

Health care belongs to the infrastructure and service sectors, which are influenced and restructured by the development and implementation of information and communication technologies.However, health care itself gives momentum to economic and social development, which leads to the information and knowledge society.This interaction results in increased efficiency, improvements of quality, and cost savings.To achieve these goals, a suitable general framework must be created.Important key applications need to be developed. In this regard, four important initiatives are currently underway.

1.At the European level, the action plan “eEurope 2002 – An Information Society for All” with its four action lines on the subject of “Health Online” was launched in Feira in 1999, followed by the action plan “eEurope 2005” in Sevilla in June 2002 .

2. In Germany, the Federal Government's program “Innovation and Workplaces in the Information Society of the 21st Century.” On 6 March 2002 the Government approved a progress report entitled “Information Society Germany”.

3.The decisions of the health ministers' conference in June 2001 and June 2002 to ask the Federal-State Working Group on Telematics to discuss and to compile comprehensive reports on telematics.

4.The joint declaration of the Federal Ministry of Health and the German Health Care Associations of 3 May 2002 to establish a high-level Steering Group on Telematics and to implement the electronic health card within a new telematic infrastructure.
