Auf der Basis einer Sekundäranalyse von Umfragedaten wird in dem Beitrag versucht, eine Typologie öffentlicher Kommunikationsbereitschaft zu entwickeln und eine Antwort auf die Frage zu formulieren, welche sozialstrukturell und ideologisch bestimmbaren Bevölkerungsgruppen in einer Beteiligung an öffentlicher Kommunikation überrepräsentiert sind. Die empirische Messung von öffentlicher Kommunikationsbereitschaft erfolgt mit Hilfe des von Noelle-Neumann entwickelten Eisenbahntests. Vier verschiedene Gruppen der Kommunikationsbereitschaft lassen sich empirisch unterscheiden: Reder, Schweiger, Anpasser und Missionare. Die Analysen zeigen, daß die von Noelle-Neumann in der Theorie der Schweigespirale in den Fokus gerückte Gruppe derer, die sich öffentlich nur dann äußert, wenn das Gegenüber die gleiche Meinung vertritt (hier als die Gruppe der Anpasser bezeichnet), nur eine sehr kleine Minderheit bildet. Die Ergebnisse zeigen weiterhin, daß in den verschiedenen Gruppen der Redebereitschaft sozialstrukturell und ideologisch bestimmbare Bevölkerungsgruppen überrepräsentiert sind, so daß man vermuten kann, daß diese Gruppen einen unterschiedlichen Einfluß auf die Generierung öffentlicher Meinung nehmen.
Summaries
On the basis of a secondary analysis of survey data, this article attempts to develop a typology of the willingness to communicate in public, and to formulate an answer to the question of which population groups (defined in terms of social structure and ideology) are overrepresented in the participation in public communication. For empirical measurement of the willingness to communicate in public, the train test developed by Noelle-Neumann was used. Four groups differing in willingness to communicate in public ate distinguished: talkatives, taciturns, adapters and missionaries. Analyses show that the group of people Noelle-Neumann’s theory of the spiral of silence focuses on, i.e. those who are willing to talk only when their fellow traveler shares their opinion (called adapters in this study), is only a very small minority. Results also show that some demographic and ideological groups are overrepresented in the groups that differ in the willingness to communicate in public. This leads to the assumption that these groups also differ in terms of the influence they exert on the generation of public opinion.
