EuroGeoNames (EGN) — Aufbau einer europäischen geographischen Namendateninfrastruktur

Zusammenfassung

Die richtige, eindeutige und mehrsprachige Erfassung geographischer Namen spielt in allen Bereichen des täglichen Lebens als Orientierungs- und Verständigungshilfe eine maßgebliche Rolle: im Handels- und Transportwesen, im Rettungs- und Sicherheitswesen, im Verkehrswesen, im Tourismus, für den Immobilienmarkt, in den Medien oder bei Internetanwendungen, wie z.B. “Google Earth”. In allen diesen Bereichen werden geographische Namen als Zugang und Schlüsseldaten zu weiteren raumbezogenen Informationen verwendet. Z.B. werden im Rahmen der Gesetzgebungsinitiative Inspire¹ geographische Namen mit zu den wichtigsten Referenzdaten gezählt. Im Gegensatz zu ihrer offenkundigen Bedeutung haben die mit geographischen Namen verbundenen Fragestellungen jedoch noch in keinem europäischen Standard Berücksichtigung gefunden. Vielmehr existieren heute in den Ländern die unterschiedlichsten (Internet-) Dienste, welche derzeit nur unzureichend für einen europäischen Markt genutzt werden können. Das Projekt EuroGeoNames (EGN) soll diese Probleme in Angriff nehmen und, in Zusammenarbeit mit den Landesvermessungseinrichtungen in den europäischen Ländern, ein Informationsnetzwerk für amtliche, mehrsprachige geographische Namen in Europa aufbauen. Der Zugang zu den dezentral vorgehaltenen nationalen Namendatenbeständen soll über einen Internetdienst realisiert werden, der erstmalig alle offiziellen europäischen Sprachen unterstützt. Dadurch wird ein wesentlicher Beitrag zur besseren Verwendung von Informationen des öffentlichen Sektors im Rahmen einer europäischen Geodateninfrastruktur geleistet. Für das Projekt ist Förderung durch die Europäische Kommission im Rahmen des eContentplus-Programmes beantragt.

Abstract

In all fields of everyday life the correct, unambiguous and multilingual acquisition of geographical names plays a significant role with regard to the names’ function as an aid of orientation and communication in manifold sectors: Commerce and transport, safety and rescue, traffic system, tourism, real estate market, media, or internet applications, as e.g. “Google Earth”. In all these fields geographical names are used as means of access and key data to further spatially referenced data. For instance, within the Inspire¹ legislative initiative geographical names rank among the highest-priority reference data. However, in contrast to the evident importance of geographical names, the common relevant issues dealing with them have as yet not been given due consideration in not a single European standard. In fact, in countries all over Europe the most different (internet) services do exist already, but which can be exploited only in an insufficient manner for the needs of a European market. The EuroGeoNames project is intended to tackle this problem and designed to establish, in cooperation with the responsible national surveying and cadastral authorities of the European countries involved, an information network for official, multilingual geographical names within Europe. Access to the decentrally kept national names datasets shall be realised through an appropriate internet service, which for the first time will support all official European languages. This way, a substantial contribution will be made towards better employment of public sector information within the framework of a European sapatial data infrastructure. The project has been submitted to the European Commission for being funded through the eContentplus programme.
