Zusammenfassung
Eine leistungsfähige Verkehrsanbindung gilt als wichtige Voraussetzung für die langfristige wirtschaftliche Entwicklung von Regionen. Mithilfe von Verkehrsinfrastrukturinvestitionen sollen daher in Deutschland regionale Entwicklungs- und Verteilungsziele erreicht werden. In dieser Analyse wird mithilfe der Data Envelopment Analysis (DEA) überprüft, in welchen deutschen Kreisen und kreisfreien Städten die bestehende Verkehrsanbindung die langfristige wirtschaftliche Entwicklung beschränken könnte. Dies kann in 30 Kreisen und kreisfreien Städten festgestellt werden, in denen rund 7 % des bundesweiten Bruttoinlandsprodukts erwirtschaftet wird. Folglich ist der Einsatz von Verkehrsinfrastrukturinvestitionen vielfach kein effizientes Instrument zur langfristigen Erreichung von regionalen Entwicklungs- und Verteilungszielen. Die Einbeziehung der Entwicklungs- und Verteilungsziele in die Bewertungssystematik der Bundesverkehrswegeplanung ist vor diesem Hintergrund kritisch zu hinterfragen.
Abstract
Transport links, which enable economic interaction between persons at different locations, are considered important prerequisites for regional economic development. Consequently, transport policy in Germany inter alia aims at achieving additional regional economic development and regional cohesion through transport infrastructure investments. In this analysis, we present a benchmarking approach based on the Data Envelopment Analysis (DEA) to identify those German counties (NUTS-3 level), where insufficient transport links potentially constrain regional economic development. Based on our results, this is the case in 30 counties. Nearly 7 per cent of the German Gross Domestic Product is produced in these counties only. Thus, transport infrastructure investments cannot be considered generally efficient means to foster regional cohesion and regional economic development in the long-run. The implementation of these goals in the appraisal of transport infrastructure investments in Germany is therefore doubtful.
