(Inter)nationale Arbeitsstandards — Einblicke in Theorie und Empirie

Zusammenfassung

Arbeitsstandards sollen menschenwürdige Arbeitsbedingungen für abhängig Beschäftigte gewährleisten. Mit diesem Auftrag wurde die INTERNATIONALE ARBEITSORGANISATION bereits 1919 gegründet. Seit den 1990er Jahren konzentriert sich die ILO auf «Kernarbeitsstandards», das sind Verbot von Kinderarbeit, von Zwangsarbeit, Gewährleistung von Vereinigungs- und Tariffreiheit und Nicht-Diskriminierung. Während Handels- und Wettbewerbstheorien zu eng für eine Analyse von Arbeitsstandards erscheinen, bietet die Institutionenökonomik eine belastbare Basis. Standards bilden Zugangsregelungen für einen Klub. Der Wohlfahrtseffekt eines solchen Klubs hängt davon ab, ob es sich um ein- oder ausschließende Zugangsregeln handelt. Empirische Arbeiten finden Kernarbeitsstandards zumeist positiv korreliert mit Offenheitsindikatoren, bzw. Globalisierung. Allerdings besteht Forschungsbedarf, bessere Indikatoren (für Arbeitsstandards) zu entwickeln.

Abstract

Labour standards are supposed to guarantee decent working conditions for employees. In that regard, the INTERNATIONAL LABOUR ORGANISATION was founded in 1919 already. Since the 1990ties ILO concentrates on «Core Labour Standards» which are abolition of child labour, of forced labour, freedom of association and bargaining and non-discrimination. Whereas trade and competition theories appear too narrow to analyse labour standards, institutional economics offer a valid basis. Standards determine entry conditions to a club. Such a club’s welfare impact depends on the inclusiveness of the entry conditions. Empirically, core labour standards are mostly positively correlated to indicators of economic openness, i. e. globalization. Yet, there is need to develop more sophisticated labour standard indicators as the current ones are relatively crude.
