Vlak voor Kerst verscheen het Sociaal en Cultureel Rapport 2008, getiteld Betrekkelijke betrokkenheid (Sociaal en Cultureel Planbureau, www.scp.nl). Het SCP behandelt daarin het thema sociale cohesie1, een thema dat de laatste jaren hoog op de politieke agenda staat. Het is niet alleen een sociologisch, maar ook een normatief begrip. Sociale samenhang wordt als een goede zaak gezien en het bevorderen ervan behoort tot de kernopdracht van het sociaal werk.
