Abstract
Kaper J. Free help to stop smoking. Does reimbursement of aids to stop smoking make sense and is it cost-effective? Huisarts Wet 2007;50(5):207-9.
Introduction Treatment to help smokers break their habit, such as nicotine patches and bupropion, reduces the cost of smoking-related diseases and increases life expectancy. However the use of such treatment remains limited.
Methods In a study involving 1,266 smokers, we assessed whether reimbursing the treatment methods increases the use and the number of successful attempts at stopping smoking.
Results During the study, 10.8% of the participants with reimbursement and 4.1% without reimbursement used treatment to help them stop smoking. Reimbursement increased the number of those who successfully quit the habit by 2 to 3%, even after 2 years. The reimbursement system also appeared to be cost-effective, if there is a willingness to pay € 10,000 for each additional person breaking the habit or € 18,000 for a quality adjusted life year (QALY).
Conclusions Reimbursement of smoking cessation treatment seems a valuable and cost-effective instrument to reduce the number of smokers in the Netherlands. Implementing a reimbursement system would lower the barrier to the use of smoking cessation treatment and would increase the possibilities open to health care providers. No reimbursement is made at present.
