Peter van der Laan promoveerde op 25 april 1991 aan de Vrije Universiteit te Amsterdam op deze dissertatie. Promotor was prof. mr. J.E. Doek, hoogleraar jeugdrecht aan de Vrije Universiteit, copromotor mevr. dr. J. Junger–Tas, hoofd van het Wetenschappelijk Onderzoeks– en Documentatiecentrum (WODC) van het Ministerie van Justitie, en referent was prof. drs. J.J.J. Tulkens.
