Zusammenfassung

Die Anforderungen des Vergaberechts, Leistungen und Aufgabenstellung eindeutig und vollständig zu beschreiben, schränken mögliche Optimierungen des technischen Planungsprozesses von IT-Systemen ein. Der vorliegende Beitrag bietet einen Überblick über wesentliche Aspekte von Planungs- und Vergabeverfahren im Spannungsfeld der technischen Optimierung und vergaberechtlicher Vorgaben.

Abstract

The requirements of public procurement law result in specific limitations for the technical planning process and for the optimization of IT systems. This paper offers an overview of the planning and procurement process and the resulting advantages and challenges for technical optimization under the procurement law requirements.
