Der bevölkerungsbezogene Gesundheitsansatz und Konsum psychotroper Substanzen

Health prevention in the national population and consumption of psychotropic drugs

Zusammenfassung

Ziel des Beitrages ist es, Arbeiten zur Prävention substanzbezogener Probleme, wie Folgeerkrankungen, bezüglich ihrer Wirksamkeit auf Bevölkerungsniveau zu bewerten. Einbezogen sind Studien zu Tabak, Alkohol und in geringerem Maße psychotrop wirkenden Medikamenten. Der empirischen Evidenz über mehr als 20 Jahre vor allem in der Alkoholprävention zufolge sind mäßige Restriktionen der Verfügbarkeit, kombiniert mit Werbung für Gesundheitsverhalten, besonders wirksam. An zweiter Stelle folgen sekundärpräventive Maßnahmen mit Beratung in der primären Gesundheitsversorgung. Gemeinsam bieten die beiden Ansätze die Möglichkeit, den Gesundheitszustand in der Bevölkerung effektiver zu bessern, als es mit dem bisherigen auf Rehabilitation zentrierten Vorgehen in Deutschland möglich ist.

Abstract

The purpose is to analyse approaches in prevention of substance-related problems, e.g. substance-related disease, with respect to their efficacy in the national population. Included are studies about tobacco, alcohol and psychotropic drugs. The evidence of more than 20 years, particularly in alcohol prevention, shows that moderate restrictions in availability combined with promotion of health behavior are most likely to be effective. After that secondary preventive measures, like counselling approaches in primary health care, follow with regard to efficacy. Both measures together offer the opportunity to raise the health status ofa population more efficiently than it has been possible with the way focussed at rehabilitation in Germany.
