Bestandsaufnahme und Perspektiven der Wirtschaftsintegration im RGW-Raum

Zusammenfassung

In der Abhandlung wird zunächst ein Überblick über die Größenordnungen gegeben, die im Bereich des Rates für gegenseitige Wirtschaftshilfe bestehen; diese werden zu denen der Europäischen Wirtschaftsgemeinschaft und zur übrigen Welt in Beziehung gesetzt. Besondere Aufmerksamkeit wird dem Stand und der Entwicklung des Außenhandels gewidmet.

Ein Abschnitt ist den Fortschritten im Bereich der Planungstechnik gewidmet; diese vollziehen sich im Bereich der Input-Output-Forschung in Verbindung mit linearer Programmplanung (Optimierung).

Schließlich wird auf Grund von Veröffentlichungen aus den sozialistischen Ländern die geplante Entwicklung bis zum Jahre 1970 dargestellt. Dabei zeigen sich echte Integrationswirkungen insofern, als die schwächer entwickelten Länder Südosteuropas gegenüber den hochentwickelten Ländern Mitteleuropas aufholen, während das ökonomische Gewicht der Sowjetunion entsprechend ihres mittleren Entwicklungsstandes mit rd. 70% des gemeinsamen Nationaleinkommens nahezu unverändert bleibt.

Summary

The paper begins with a survey of economic aggregates established for the Comecon countries; these are then compared with corresponding figures for the European Economic Community and for the rest of the world. Particular importance is attached to the state and development of foreign trade.

One section is devoted to progress in planning techniques which takes place in the field of input-output analysis in connection with linear programming (optimisation).

Finally, on the basis of publications from the socialist countries, a survey is given of the development targets up to 1970. It reveals genuine effects of integration in the sense that the less developed countries in the South East of Europe are catching up on the highly developed countries of central Europe while the economic weight of the Soviet Union with a share of 70% in the joint national income corresponding to its medium level of development remains unchanged.

L’établissement de l’inventaire et les perspectives de l’intégration économique dans les pays du Conseil pour l’Aide Economique Mutuelle

L’article compare les grandeurs des variables économiques données dans le domaine du Conseil pour l’Aide Economique Mutuelle et celles de la C. E. E. et des autres pays. Les auteurs considèrent notamment l’état et le développement des échanges.

L’article contient des réflexions sur le progrès des techniques de la planification. Ce progrès se manifeste surtout dans le domaine de la recherche input-output et dans le domaine des programmes linéaires (de l’optimisation).

Une présentation du développement planifié jusqu’en 1970 basée sur des publications des pays socialistes complète l’analyse. Le processus de l’intégration se manifeste du fait que les pays relativement peu industrialisés de l’Europe du Sud-Est se développent plus vite que les pays fortement développés de l’Europe centrale.

L’importance de l’U.R.S.S. — due à son état moyen du développement — n’a pas changé. Cela s’exprime par le fait qu’environ 70% du Revenu national commun s’échoit à l’U.R.S.S.

В статье дается обзор основных Экономических показателей стран СЭВ, которые сопоставляются с показателями еЁС и прочих стран мира. Особое внимание уделяется состоянию и развитию внещней торговли.

Рассматривается прогресс в области техники планирования, соверщаюшийся в области исследований затрат-выпуска в связи с линейным программированием (оптимализация).

В заключение на основе публикаций из социалистических стран представляется запланированное развитие до 1970 г. При Этом обнаруживаются подлинные интеграционные Эффекты в том смысле, что более слабо развитые страны юговосточной Европы развиваются быстрее высокоразвитых среднеевропейских стран, в то время как Экономический вес СССР соответственно его среднему уровню развития с примерно 70 % обшего национального дохода остается неизмененным.
