Referat über V. Simčer: Besonderheiten der Berechnung des Niveaus der industriellen Produktion in den sozialistischen Ländern und Klassifizierung und Kenngrößen der Industriestruktur

Zusammenfassung

Die im Rat für gegenseitige Wirtschaftshilfe zusammengeschlossenen sozialistischen Länder Osteuropas brauchen für die Plankoordination ein gemeinsames System wirtschaftsstatistischer Kenngrößen.

Die vorliegende Arbeit behandelt zunächst Begriffe und Definitionen im Bereich der industriellen Produktion, um sich anschließend den Problemen der Sektorenklassifizierung zuzuwenden. Dabei wird mit Recht darauf verwiesen, daß die Erfassung des Bruttoprodukts auf Unternehmensbasis historisch aus der Buchungspraxis entstanden ist, den Anforderungen der Gegenwart, insbesondere denen, die an Input-Output-Tabellen gestellt werden müssen, aber nicht mehr genügt. Deshalb wird die Berechnung des Netto- bzw. Endprodukts gefordert, und als Primäreinheit der Sektorenklassifizierung sollen gemäß ökonomischer Bestimmung homogene Produktbündel eingeführt werden, was bislang jedoch, und damit schließt das Referat, auch im Rahmen des RGW noch nicht einmal versucht worden ist.

Summary

For the co-ordination of economic planning the socialist countries of Eastern Europe which work together in the Council for Mutual Economic Aid need a common system of statistical figures.

The paper deals with concepts and definitions in the field of industrial production and continues to treat the problems of industrial classification. In this context the author rightly points out that reliance on the gross product calculated on the basis of individual enterprises has its historical origin in the accounting practice and does no longer correspond to modern needs, particularly not to those arising in connection with inputoutput tables. Therefore the author advocates the calculation of the value added of the final product respectively and wants to introduce as primary units of industrial classification sets of products that are homogenous as to economic use; he states, however, in conclusion that so far nothing of this kind has even been attempted in the framework of Comecon.

Résumé

Les pays socialistes de l’Europe de l’Est, unis par le C.O.M.E.C.O.N., ont besoin pour la coordination de la planification d’un système commun de valeurs indicatives de la statistique économique.

L’analyse traite d’abord les notions et les définitions dans le domaine de la production industrielle et discute ensuite le problème de la classification des différents secteurs. L’auteur sousligne avec raison, que la calculation du produit brut dans chaque entreprise provient des méthodes traditionnelles de la comptabilité et qu’elle ne suffit plus aux exigences actuelles en général et en particulier aux exigences des tableaux d’échange interindustriel. Voilà pourquoi on exige la calculation du produit net respectivement du produit final. Du point de vue économique il est préférable de créer pour la classification des secteurs des unités primaires en formant des groupes de produits homogènes; cet essai n’a, jusqu’à présent, pas encore été fait dans les pays du C.O.M.E.C.O.N.

Социалистические страны Восточной Европы, общединивщиеся в Совет Экономической взаимопомоши, для коордирования планов развития национальных хозяйств нуждаются в единой системе Экономических показателей. Настояшая работа занимается понятиями и определениями в области промыщленного производства и, в дальнейщем, проблемами классификации отраслей. В Этой связи правильно указывается на то, что учет валового продукта предириятий исторически происходит из практики счетоводства, но больще уже не удовлетворяет современным требованиям, в особенности таким, которые предщявляются при составлении межотраслевых балансов. ПоЭтому автор предлагает учет чистой или конечной продукции, и в качестве первичной единицы отраслевой классификации должны быть введены гомогенные по Экономическому назначению продуктов производства, что до сих пор - как автор заявляет в заключение - даже в рамках СЭВ не осушествлено.
