The economic potential for stabilizing the price and supply of a basic foodstuff: The case for potato storage in Ecuador

Abstract

This article presents an economic feasibility study of storage potential for stabilizing potato prices and/or supplies in Ecuador, where the high potato price variability creates hardship for both consumers and producers. The measured variation between the low potato prices of May, June, and July and the rising post-harvest prices in September, October, and November is statistically significant. Potato storage costs associated with a low-cost forced night-air storage facility designed in Colombia are used to analyze potential storage profits, based upon a maximum allowable storage period of four months.

Both deflated, average, national potato prices and non-deflated local prices are analyzed for an 18 year period. Neither price situation appears to provide sufficient profit margin after storage to induce commercial interest in such a potentially risky venture, in spite of the popular belief that potato storage would be consistently profitable.

Based upon a scheme which would stabilize monthly potato supplies throughout the year by storage from surplus to deficit periods, actual production and price data for a 10 year period were analyzed to determine the profitability of such a scheme. In spite of the riskless nature of such a retrospective analysis, gross benefits were insufficient to cover the required costs of storage, at both regional and national levels.

The research findings support arguments for increased investigation into year-long production smoothing techniques, innovations, and varieties, designed for Ecuador’s unique geographic location and altitude.

Resumen

El presente estudio tuvo como objetivo principal determinar la posibilidad económico de estabilizar el precio y/o la oferta de papas en Ecuador a través de almacenaje. Un análisis de la variación en precios mensuales reveló una diferencia significativa entre los precios bajos de mayo, junio y julio y los precios después de cosechar las papas en septiembre, octubre y noviembre. Los costos de almacenaje utilizados en el. análisis de utilidades fueron basados en el sistema colombiano de bajo costo, el cual limita el periodo de almacenaje a un máximo de cuatro meses dentro de silos con ventilación nocturna forzada.

Los costos y beneficios asociados con un programa de almacenaje a nivel nacional utilizando precios promedios deflacionados por un período de 18 años no mostró ninguna ventaja económica, ni tanpoco al reanalizar los datos a nivel local sin deflacionarlos. A pesar de la creencia popular de que el almacenaje de papas dejaría mucha utilidad, los datos no muestran suficiente margen para que les interesara a los comerciantes.

Ademas se analizó un plan que hubiera estabilizado la oferta mensual de papas durante todo el año, revisando los datos de producción y precios para determinar la utilidad que hubiera dejado tal plan durante los últimos 10 años. A pesar de la forma retrospectiva del analisis, no se mostró suficiente beneficio para cubrir los gastos de almacenamiento.

Los resultados muestran la necesidad de avanzar la investigación acerca de las variedades, practicas, e inovaciones asociados con la producción continua para aprovechar la situación única del Ecuador en la mitad asociadas del mundo, sobre todo, en la Sierra con su clima suiso.
