The Ohio model: Establishing state standards for program evaluation in community mental health

Abstract

This paper describes the development of the Ohio Proposed Standards and guidelines for Program Evaluation in Community Mental Health.

The model presented here discusses the role of a State Office of program evaluation in developing, disseminating and finalizing mandated standards in evaluation as well as in providing technical assistance to help agencies meet the evaluation standards.

An evaluation of the perceived utility and acceptability of the Standards and guidelines was conducted as a part of the development process. The results of the evaluation are reported here. They indicate the evaluation served the purposes of providing feedback to the state on necessary revisions to the package, educating the potential users as to the benefits of the product and monitoring resistance to the implementation of the Standards.
