Summary
We elaborate a phenomenological model for jets in minimum-bias physics; its essential ingredient is the final-state interaction between active and spectator partons. The model, compared with the UA1 experimental data of integrated jet cross-section, results to agree with the data better than the usual cut-off procedure.
