Summary
Low-energy proton-proton scattering (LEPPS) provides information on the nucleon-nucleon forces relevant to all nuclei, including2He. Sources of uncertainties to current state of the art of experiments and data analyses are pointed out with estimates of effects.

Harvey (Les Presses de l'Université de Montréal, 1969), p. 293. In the discussion,P. Signell made a plea for new data in the range below 4MeV (well heeded by experimenters).
There is no perfect substitute to a proper calculation using the screened Coulomb field. However this field can be obtained superimposing an attractive field on the repulsive point charge field. Hence one obtains a «faster» incident particle on the target.
