Summary
It is shown that the observed cross-sections for the γγ → ρ0ρ0 and γγ → ρ+ρ− reactions near threshold can be explained by taking into account the effects not only of a resonance withI=0, but also of interference between the resonant amplitude and the nonresonant amplitude for theI=2 state.
