Additional information

This paper was intended for publication in the Nuclear Physics issue for the 60-th birthday of Prof.L. Rosenfeld and, was sent, accordingly, to the Editors in the course of January 1964. It appeared, later on, that no theoretical papers by two Authors were to be accepted (a point fully unknown to us!) and consequently we received back our manuscript in March 30, 1964. We are therefore not responsible for this considerable delay.
