Zusammenfassung
Den Ausgangspunkt für ein Bonus/Malus-System bildet die Zugrundelegung eines Modells. Aus einem solchen Modell resultiert eine Beitragssatzmatrix in Abhängigkeit von der Anzahl schadenfreier Jahre und der Schadenanzahl. Die Beitragssätze lassen sich modellimmanent im gewissen Sinn optimal bestimmen, d.h. beispielsweise durch Minimierung von Abweichungsquadraten. Die Tarifierungspraxis erzwingt allerdings Abweichungen von einer solchen Optimalität. Hier werden einige Abweichungen vorgestellt und deren Auswirkungen (im Sinne von Optimalitätsverlust) am Beispiel des Negativ-Binomial-Modells untersucht. Von einem möglichen Fehler bei der Modellanpassung wird hier abstrahiert und das Modell als korrekt unterstellt. Grundsätzlich dürfte davon auszugehen sein, daß die hier erzielten Erkenntnisse in der Qualität auch für andere Modellansätze gelten. Eine andere Annäherung an die Problematik von Optimalität stellt die Definition eines Effizienzkriteriums dar. Diese Thematik wird vor allem am Beispiel des Kriteriums von Borgan, Hoem und Norberg behandelt.
Summary
The starting point of a bonus-malus system is the choice of a model. The model leads to a matrix of relative premiums determined by the number of claim-free years and the number of claims. These premiums are optimal in some sense in the context of the model, for example minimizing of quadratic loss. The practice of tariff calculation implies some modifications of the theoretical model. This paper deals with such possible deviances and their necessarily generated loss of optimality examplified in terms of the negative binomial model. The object of this paper is not the possible mistake of the model fit. The model is assumed to be correct. The results of this paper might remain analogeously valid in other models. A different way of approaching the optimality problem is the definition of an efficiency criterion. This object is mainly discussed in terms of the criterion of Borgan, Hoem and Norberg.
