Summary
The actions to be taken by navigators to prevent collisions with other vessels are specified in the Interna tional Regulations for Preventing Collisions at Sea (COLREGS 72). Concrete limit values at which the navigator has to order the actions specified are not given in the rules. Today collision avoidance actions by intuition or experience alone are not advisable any longer, with all due deference to “ good seamanship”. p]Many technical aids are available on board ships which assist navigators in their different tasks. Neverthe less, objective criteria for the assessment of encounter situations are still missing. Therefore, a common risk model has been created which is based on COLREGS and consists of four risk levels. They were derived from the actions specified in the relevant steering and sailing rules (Part B of COLREGS). The actual value of CPA, actual distance between the ships involved in an encounter situation and identified limit values are needed for application of the risk model. A risk level will be identified by comparison of actual parameters with limit values.
Zusammenfassung
Die von Nautikern einzuleitenden Maßnahmen zur Verhütung von Kollisionen mit anderen Schiffen sind in den Internationalen Regeln zur Verhütung von Zusammenstößen auf See 1972 (COLREGS 72) aufge führt. Konkrete Grenzwerte, bei denen der Nautiker die aufgeführten Maßnahmen einzuleiten hat, sind in den Regeln nicht enthalten. Trotz allem Respekt vor “ter Seemannschaft” sind Kollisionsverhüngsmaßnahmen allein nach Intuition oder Erfahrung heute nicht länger ratsam.
Eine breite technische Ausrüstung steht dem Nautiker an Bord von Schiffen zur Unterstützung bei sei nen verschiedenen Aufgaben zur Verfügung. Dennoch existieren bis heute keine objektiven Kriterien zur Ein schätzung von Gefahrensituationen. Aus diesem Grunde wurde ein einheitliches Risiko-Modell basierend auf den Kollisions-Verhütungs-Regeln mit vier Gehahrenstufen entwickelt. Diese wurden aus den Handlun gen der betreffenden Ausweich- und Fahrregeln (Teil B der COLERGS) abgeleitet. Die genaue Kenntnis des aktuellen CPA-Wertes, der aktuellen Distanz zwischen den beteiligten Schiffen und der Gefahrengrenzwerte sind für die Anwendung des Risiko-Modells notwendig. Eine Gefahrenstufe wird durch Vergleich der aktuel len Parameter mit den Grenzwerten bestimmt.
