Das Projekt Telferberg im Tiroler Stubaital— Vom Aufforstungsprojekt zur integralen Schutzwaldverbesserung

Zusammenfassung

Der Schutz- und Bannwald am Telferberg schützt die Gemeinde Telfes im Stubaital in Tirol. Seit über 40 Jahren arbeiten die Waldbesitzer mit öffentlicher Unterstützung an der Verbesserung ihres Schutzwaldes und an der Wiederaufforstung einer Brandfläche an der Waldgrenze. Fortgesetzt soll die Schutzwaldverbesserung mit einem Flächenwirtschaftlichen Gemeinschaftsprojekt des Tiroler Landesforstdienstes und der Wildbach- und Lawinenverbauung werden. Projektsziele sind die Schaffung der Rahmenbedingungen für eine kleinflächige, naturgemäße Waldbewirtschaftung, Wald-Weide-Trennung, Erhaltung waldverträglicher Wildstände, bestandes- und bodenschonende Holzbringung, Hochlagenaufforstung in der Brandfläche, Waldpflege zur Bestandesstabilisierung und Erhaltung wertvoller Biotope.

Innerhalb von 5 Jahrzehnten hat sich die Schutzwaldsanierung am Telfer Berg von einer reinen Notaufforstung nach einer Waldbrandkatastrophe zur integralen, umfassenden Waldverbesserung mit Berücksichtigung aller wesentlichen Einflußfaktoren weiterentwickelt. Die notwendige rasche Projektsverwirklichung wird durch die im Verhältnis zur Landwirtschaftsförderung geringen Förderungsmittel für Forstwirtschaft und Schutzwaldverbesserung in Österreich aber in Frage gestellt.

Summary

The protection forest and forest reserve of Telferberg protects the Telfes community in the Tirolean Stubai valley. For over 40 years forest owners, with public financial support, have made great efforts to improve their protection forest and to reafforest a burned area at the forest edge. The improvement of the protection forest is to be continued in a joint venture by the Tirolean forest service and the torrent and avalanche blocking authorities. The project aims at creating framework conditions for natural forest management on small areas, separation of forest from grazing areas, maintenance of compatible game populations, stand and soil conserving logging, afforestation of burned areas at high attitudes, tending measures to stabilize stands and preserve valuable biotopes.

Within 5 decades the restoration of the Telferberg protection forests progressed from a mere emergency afforestation action following conflagration to an integrated, comprehensive forest improvement project with consideration of all essential influencing factors. However, the urgent realization of this project is in danger of being jeopardized due to the underfunding of forestry and protection forest improvement schemes in Austria.
